Conduct a situational assessment. This includes a stakeholder map, environmental scan, and review of the current literature.

Develop a program theory of change to illustrate the "how" and "why" of the project.

Develop a logic model. This includes setting goals/objectives, identifying the audience, activities, and inputs, and mapping outputs.

Program Evaluation

Next, we will develop an evaluation plan including evaluation questions, data collection methods, indicators, and targets.
First, we will determine what type of evaluation will meet your needs (i.e., impact or process evaluation).
If not already available, we will develop a theory of change model and a logic model.
Then, we will collect and process the data, as well as analyze and interpret the results. Finally, we will apply the findings and make recommendations.
